An industrial user with more than 10 employees during maximum shift would need to increase number of spaces accordingly in order to occupy the site. EMC 16.76.010 (Q) : Off-Street Parking Requirements: "Warehouse, storage, or similar enterprise" requires 1 parking space per 2,000 square feet of floor area "Other business or industrial use not elsewhere listed" requires 1 parking space per 2 employees on maximum shift or operating hours. Pedestrian walkways required per EMC 16.118.020 (B) : Walkways within developments shall provide safe, reasonably direct, and convenient connections between primary building entrances and all adjacent parking areas, recreational areas, playgrounds, and public rights-of-way conforming to the following standards: 1. The walkway is reasonably direct. A walkway is reasonably direct when it follows a route that does not deviate unnecessarily from a straight line or it does not involve a significant amount of out-of-direction travel. 2. The walkway is designed primarily for pedestrian safety and convenience, meaning it is reasonably free from hazards and provides a reasonably smooth and consistent surface and direct route of travel between destinations. The City Manager or designee may require landscape buffering between walkways and adjacent parking lots or driveways to mitigate safety concerns. 3. The walkway network connects to all primary building entrances consistent with Americans with Disabilities Act (ADA) requirements.

Fire Review

Access This review is based upon the current version of the Oregon Fire Code (OFC), as adopted by the Oregon State Fire Marshal’s Office. The scope of review is typically limited to fire apparatus access and water supply, although the applicant must comply with all applicable OFC requirements: A Fire Access and Water Supply plan for subdivisions and commercial buildings over 1000 square feet in size or when required by Clackamas Fire District #1. The plan shall show fire apparatus access, fire lanes, fire hydrants, fire lines, available fire flow, FDC location (if applicable), building square footage, and type of construction. The applicant shall provide fire flow tests per NFPA 291, and shall be no older than 12 months. Work to be completed by experienced and responsible persons and coordinated with the local water authority. PDF to be forwarded to [email protected] for review. COMMENTS: Fire Department Apparatus Access 1) Provide address numbering that is clearly visible from the street and in a location first responders are most likely to see it once on site. 2) Fire apparatus access roads must be within 150’ of all portions of a building. 3) Fire apparatus access roads shall have an unobstructed driving surface width of not less than 20 feet (26 feet adjacent to a fire hydrant) and an unobstructed vertical clearance of 13 feet 6 inches. 4) “No Parking Fire Lane” signs shall be placed on one or both sides of the roadway and in turnarounds as needed. Roads 26 feet wide or less shall have signs placed on both sides. Roads 26 to 32 feet wide shall have signs placed on one side posting as a fire lane. Red painted curbs can be used in lieu of signs. 5) The inside turning radius and outside turning radius for a 20’ wide road shall be not less than 28 feet and 48 feet respectively, measured from the same center point. This applies throughout site. 6) Buildings exceeding 30 feet in height shall require extra width and proximity provisions for aerial apparatus. (OFC, D105) Water Supply 1) The minimum flow and duration for buildings other than one and two-family dwellings shall be determined according to OFC Appendix B. The required fire flow for a building shall not exceed the available GPM in the water delivery system at 20 psi. a. It is the contractor’s and designer’s responsibility to ensure adequate fire flow is met. Contact the local water authority for assistance. 2) Where a portion of the structure is more than 400 feet from a hydrant on a fire apparatus access road, as measured in an approved route around the exterior of the building, on-site fire hydrants shall be provided. a. This distance may be increased to 600 feet when an approved NFPA 13R fire protection system is installed. 3) Fire department connections shall be located within 100 feet of a fire hydrant or in an approved location. FDC’s shall be remote from building. a. All FDC’s shall be labeled appropriately to which the building that it serves. 4) The minimum number and distribution of fire hydrants shall in be in accordance with Table C105.1. 5) If private fire hydrants are required, all private fire hydrants to be painted red. 6) Prior to the start of combustible construction fire hydrants shall be operational and accessible. a. All fire lines shall be flushed cleaned and witnesses by the City of Estacada Building Department and Clackamas Fire District #1. 7) Prior to the start of the project, a pre-construction meeting shall be held with Clackamas Fire District #1. The project manager/contractor is responsible for developing a written fire safety program. This program shall be made available for review by Clackamas Fire District #1. The plan should address the following: a. Good Housekeeping b. On-site security c. Fire protection systems i. For construction operations, installation of new fire protection systems as construction progress ii. For demolition operations, preservation of existing fire protection systems during demolition d. Development of a pre-fire plan with the local fire department e. Consideration of special hazards resulting from previous occupancies f. Protection of existing structures and equipment from exposure fires resulting from construction, alteration and demolition operations. 8) Emergency responder radio coverage must be tested or provided due to the following 1. Any building with one or more basement or below-grade building levels. 2. Any underground building. 3. Any building more than five stories in height. 4. Any building 50,000 square feet in size or larger. 5. Any building that, through performance testing, does not meet the requirement of section 510. 9) The applicant must obtain a stamp of approval from Clackamas Fire District #1 indicating all access and water supply requirements have been met.
