PROJECT BACKGROUND
Bedford Dwellings Phase 2 is the redevelopment of the former Francis Street neighborhood into a vibrant mixed-income community of new apartments, townhouses, parks and green spaces. This project is the second phase of a multi-phase redevelopment effort in multiple locations in the Hill District, being undertaken by the Housing Authority (HACP) and Trek Development Group (Trek) that is being funded via a Choice Neighborhood Grant from HUD. Phase 2 includes the construction of 180-units (1-bedroom, 2-bedroom and 3-bedroom) apartments and townhouses in 10 new structures, as well as the associated parking, green spaces and utilities to completely transform the property into a new community.
UNIQUE SITE CONDITIONS AND INTIAL SCOPE OF WORK
This development's construction schedule will have two "early start" phases. The first of which has already been reviewed by PWSA for the first Land Ops Permit (LOP 1) and consisted of gasline relocation, tree removal, and mine grouting. This form is being submitted for the second early start phase (LOP 2) which will consist of site demolition and mass site earthwork. The demolition will include the removal of existing PWSA infrastructure as shown on the plan set provided. The tap-in/tap-termination plans for the overall final development of this site have already been submitted to PWSA for review via Sci-Tek. The installation of the new infrastructure detailed in that submission will not be installed until the third and final phase of construction for this site (LOP 3) which will not begin until approval of all permits, including all PWSA requirements, have been granted. This LOP 2 phase, is simply demolition and final site prep/mass earthwork.
