Thank you for your message.
Unfortunately - there is no Ordinance that would prevent the homeowner from cutting down the trees he is cutting on his own property. There is also no noise Ordinance preventing them from doing so.
With that said - I am sorry that you are experiencing this temporary issue and hope that the job is completed sooner rather than later.
