Describe your idea and how it can help Santa Monica Leveraging the existing Santa Monica Open Data Portal, our team plans to centralize all of its datasets into a user-friendly search tool. This web-based tool will allow any city official, who needs access to information from different divisions (including their own), to simply search and get immediate answers. The current flow of information-gathering consists of multiple emails, chat messages, and phone calls to other departments and their staff. This delays the path to finding critical solutions to challenges that affect Santa Monica citizens. Our team will put real-time data into the hands of city officials so he or she can spend most of his or her day solving problems instead of chasing data. This helps Santa Monica by providing city officials with a tool that reduces the amount of time it takes to get information in a digestible manner. We believe a Responsive Government faces the following challenges: 1. Understanding the immediate issues facing a community at any given time 2. Testing relevant solutions in a timely manner 3. Tackling complex issues from multiple angles Our tool plans to solve all three challenge areas by: 1. Providing an accessible web portal that any city official can leverage 2. Keeping data current and up to date through the development of a data governance framework 3. Providing city officials the ability to ask in-depth questions and receive analytics across a breadth of cross-divisional datasets
What stage is your idea or project in? Prototype / MVP built
What needs to happen to launch your product? Please list all resources (hardware, software, licensing, legal/regulatory, funding, partnership or support from the City, data, etc.) required to launch your program. We’ll start with a Minimum Viable Product (MVP), that will allow us to determine costs and feature sets required in order to prove the viability of the product. We want to take a user-centered design approach by interviewing employees from different city divisions in order to understand how they use data and what type of questions they would ask. This would allow us to understand how to architect the system, what types of use cases do we need to support, who are the main users and how much it would cost to maintain this system. This is necessary for launch and critical for the ongoing evolution of the tool as software benefits from frequent development and iteration.
How realistic is it for your idea to be implemented by early 2018? Please describe what resources (if any) you will need in order to ensure a working product by early next year. The minimum viable product of this product is very realistic to implement by early 2018 given we are able to work closely with city officials to build and design the system. We’ve prototyped a dashboard using the existing data sets provided by the Santa Monica Open Data Portal and have tested basic questions successfully. The next step is to generate requirements provided by the City of Santa Monica to understand how they would use this system so we can design it for its intended user base. We plan to build this portal specifically for the City of Santa Monica catering to the teams who use data in their everyday workplace.
