Describe your concern Dear Sir / Madam, My name is Cannies Chan and I am the President of Country Tudor Townhomes HOA, located on 1814 8th Ave, Monrovia CA 91016. For and on behalf of Country Tudor Townhomes HOA, I am hereby writing this letter regarding the safety concern of our Driveway and a recent phone call received by our management company, Candet from the city of Monrovia on 07/07/2023. Our HOA was very concerned about the safety issue of this particular area, the entrance of our driveway on 8th Ave, Monrovia (1814 8th Ave & 1820 Ave), therefore we requested and would like to apply for “Green Curb Marking” in this area. First and foremost, I would like to let you know that we have been suffering for years about these illegal parking issues in front of our driveway’s entrance. These issues were particularly relevant in with our neighbors across the street and most of the neighbors there have multiple cars, they parked 2 vehicles at night and blocked one of our driveway’s entrances, it started at night time initially and then it become very often to parked 2 vehicles there from 6:00pm to 6:00am, especially happened on weekend or Holidays too. Likewise, there was a black SUV that never moved away for months, this black SUV finally left until the parking enforcement officer had to put some white mark on the floor. These illegal parking activities were against the law to obstruct a driveway, even your own. Our HOA understands that Public safety is at stake because emergency vehicles like fire engines, ambulances, or police cars need room to pull in and out. A blocked driveway can also prohibit cars from turning into the road to call for help. Also, because Duarte and 8th Ave was an very busy street, our building was right in front of the corner of the street, some driver will use our driveway’s entrance to do an “U Turn” to avoid go all the way to E Camino Real Ave., these type of U Turn activities in front of our driveway has already made a lot of damage to our driveway’s concrete floor, we have been redo our driveway around 3 years ago and the concrete of some of the areas were become exhausted. While we understand that this corner area is always busy and most of the time it is fully parked, there are some Uber drivers, Amazon drivers or even the USPS mailman who will just double park their vehicles in front of our driveway’s entrance to deliver packages to our building. This kind of stopping, standing and parking while leaving their vehicles stop or park and leave, whether attended or unattended was also a violation of the Laws. After careful consideration, we would like to request the City of Monrovia to approve and help us to paint the driveway’s entrance with “Green Curb Markings” and install an “NO U Turn" sign in between Duarte & 8th Ave. That way, those Uber Drivers, Amazon Drivers finally have a spot to legally park their vehicle when they need to deliver packages to our building or pick up their customers. They no longer need to risk parking their vehicles and violate the parking laws. We sincerely apologize that we were not aware of the situation of the Red Curb marking policy and initially we just want these vehicles to be cooperated and do not park 2 vehicles in front of our driveway’s entrance. In light of the aforementioned factors, our HOA would be very appreciated if you would approve this Green Curb marking application as soon as possible. I believe this request is a necessary and equitable solution that takes into the prevailing parking areas and the need for property maintenance.
